CA Oil & Gas a division on CA Global has an International client currently seeking to employ a Regional Aviation Manager (Petroleum Depot) for their operations across the SADC region in Africa. Position will be based in Johannesburg.
The candidate will be responsible for reception, storage and distribution of aviation fuels and lubricants in the area or responsibility, including adequate inventory of products and implementation of maintenance and safety procedures. Supervise and control operations activities in assigned airports and airport terminals to assure safety of operations and that these activities are followed by main operational parameters, in accordance with objectives defined by Global Operations Manager and overall corporate business plan. Supervise the operations of airport terminals and airport activities under supervision, to assure a safe operation and to keep control of main parameters of operations including:
· CAPEX
· OPEX
· Product quality control
· Distribution program for reception and deliveries
· Inventory and Gain and Losses
· HSE maters including Oil Spills
· EBITDA contribution
Conduct the research and study terminals operations and all activities at all times to analyze the ways to reduce costs and increase efficiency of operations. Liaise with suppliers to ensure quality of the products, including into plane delivery services. Ensure compliance and maximum efficiency with operational procedures of the Terminals and a safe operation taking into consideration the compliance with:
· Hazop (Risk Analysis)
· SAPS (Administration of the Safety policy)
· Processes and procedures
Visit the airport terminals in order to have direct contact with the personnel and to detect any possible unreported deviation of the standards and policy of the company. Oversee assets control according to regional guidelines. Oversee customer service, invoicing, loading racks, cashiers, re-fuel trucks and transports in the area of responsibility. Approve purchases of new equipment and/or services, and coordinate and supervise investment budgets and Capital expenditures according the companies DOA. Prepare operational reports of the terminals including cost analysis and other KPI’s, and preparing a monthly benchmarking of the airport terminals supervised. Interact with customers to resolve issues under area of responsibility. Interact with partners in the case of JV in airport operations, or other operators in joint airport operations. Negotiate and administer transportation contracts. Complies with government and industry guidelines mainly in issues dealing with transportation of products, environmental matters, construction permits and/or any other related matter.
Participate in all government/industry activities within the area of responsibility. Assist in development of the companies Aviation Terminal Manuals to record operations initiatives, developments, and other requirements. Participates in all people related processes within his/her department. Develop, implement, and control reporting system at each terminal/plant to create more effective and efficient workforce.
The candidate must have a Bachelors of Science degree in Engineering. Post graduate degree in strategic, operational management or business administration is preferred. 8-10 years of experience related to similar operations, including up to 6-7 years in a leadership role managing or supervising personal. Verifiable experience in:
· airport quadrant systems
· Into plane delivery services
· Airport field depot operations
· Product integrity and HSE systems of aviation fuels and lubricants
· Upcountry small airfields as well as big airport operations
· Managerial experience in working together in joint airport operations
· Managerial experience in operating in JV’s with other airport operators at the same airfield
